Strathcairn Council, a fictional Scottish local authority, has hired you. Food-waste caddy use has stalled at 31 per cent of households despite two previous information campaigns. Research says the barriers are: people find caddies slightly disgusting, they don't believe the waste is actually recycled, and nobody wants to be lectured by their council. The council wants a fresh campaign for the autumn. Budget is small: social media, bin-lorry sides, and one local radio ad.

Your task: produce (1) a campaign concept in no more than 150 words, including a campaign line, (2) three sample social posts for the council's channels, and (3) one sentence on how you would measure whether it worked. Nothing else.
